CPR lays down conditions for the placing construction products on the market by establishing harmonized rules on how to express the performance of construction products in relation to their essential characteristics and on the use of CE marking on those products.
The purpose of the Construction Products Regulation is to remove technical trade barriers for construction products in order to promote free movement in the EU. The removal is achieved by establishing harmonized rules for how the performance of construction products is expressed in terms of their essential properties based on the 7 basic requirements, and for the usage of CE marking on these products. By affixing CE marking on a construction product, the manufacturer take on responsibility for the performance of the construction product being in accordance with the declared performance.
In order to ensure the performance of the construction product, declared in the declaration of performance, is accurate and reliable, the performance of the construction product must be assessed. The production in the factory must be controlled, according to an appropriate system for assessment and control, for constancy of the performance of construction products.
A number of systems (AVCP systems) have therefore been set up to assess and control the constancy of the performance of the essential properties of construction products depending on the influence of the construction products on the construction. All construction products that meet the definition, cf. CPR, are covered by the regulation. CPR also applies to construction products that are not covered by a harmonized specification and therefore cannot be CE marked. In principle, it applies to the latter construction products that there may be national legislation for the marketing and sale of the products.
